Yes, but are there ways to achieve that that are not purely military? Classic military doctrine is that the goal is to remove the opponent's ability to make war but in this new type of conflict that really needs to be revised. What is needed to reach real closure is to remove the opponent's will to make war. Clearly that is the nature of terror itself since it should be obvious that no amount of terror tactics could remove the U.S. military's ability to make war.
