The plane based laser is something I had not heard about - it needs to be positioned in multiple low orbit satellites for maximum effectiveness (the density of the satellites would have to be such that coverage would be continues over any land area). Presumably however, power supply would be a problem, and would need to be nuclear, which is specifically prohibited by international treaties.
