Let's see - if the US strategy is to help the Northern Alliance to conquer Afghanistan hopefully when they take over Kabul the place can be flooded with reconstruction aid and there won't be too many foreign troops on the ground so development of resentments will be minimized.

Or will those guys be seen as American stooges?

Israel hasn't done too well out of using local militia in Lebanon for example...though they also had lots of their troops on the ground.
