Charlie, presumably a Globalstar system could operate with only a few base stations (relying instead on satellite to satellite communications), but one absolutely necessary component is the billing setup, which is done by Vodafone. No billings means no possibility of a connection. That's probably the main reason for not offering any service in Iran, Iraq, Afghanistan, Pakistan, India, and other places in that area.
