No floorless debentures allowed Short selling IS what makes the floorless debenture scam work. Without short selling the debenture would convert under normal market conditions. With short selling the debenture holder simply keeps selling the price of the stock down until it is where the debenture holder wants to convert at. The lower the price the more shares the debenture holder gets to convert.
