There are lots of signs that Intel cannot produce chips on their 0.13 micron process in any volume despite protests to the contrary. There just are not any chips out there to speak of, and there is no good reason except that they cannot be made. Now I suspect this has more to do with Intel trying to get 0.13 micron chips out of their 0.18 micron equipment with hard phase shift masks than anything else. i.e. don't really look for these chips until next year.
