All of your points regarding schools are well taken. But what do you say to the parent in a school system like Baltimore (which is indicative of other cites) who have endured years of sub standard education and listened to this drivel that the system is improving, when in fact it deteriorates every day. The reason being that the problem is the system and the system is designed so that it can't change.

If my child were in that situation, I would be interested in vouchers, big time. I have despaired of our public schools getting any better.
