Microcell Connexions and PowerLOC to Bring Wireless Position and Tracking
Solutions to Canada

An Agreement Signed as a Result of Microcell's Ongoing 'Project Rainbow' Initiative

TORONTO--(BUSINESS WIRE)--Sept. 20, 2001-- Microcell Connexions Inc., a subsidiary of Microcell (Nasdaq:MICT - news; TSE:MTI.B. - news)
Telecommunications Inc., and PowerLOC Technologies Inc., a wholly owned subsidiary of Paradigm Advanced Technologies (OTCBB:PRAV - news), today announced an
agreement whereby PowerLOC will deploy its L-Biz® GPS wireless satellite position and tracking solutions in Canada using Microcell Connexions' Global System for
Mobile communications (GSM) network.

The agreement was achieved as a result of Project Rainbow, a wireless industry initiative launched earlier this year by Microcell Telecommunications, which is designed to
bring together an ecosystem of organizations to develop and market commercial mobile data services.

With this agreement, PowerLOC will offer its first generation VLD 104 GSM-based vehicle location devices in Canada based on wireless connectivity of Microcell's GPRS
network with the potential of roaming capabilities to the United States and elsewhere. Two-way data and text communications between a client using the PowerLOC L-Biz®
Web browser access to PowerLOC's Tracker(TM) server and the Global Positioning System (GPS)-enabled VLD 104 mobile devices will provide a cost-effective solution
for tracking, locating and communicating with vehicles using Microcell's Short Messaging Service (SMS). An added feature to the PowerLOC offering designed for users
with personal digital assistants (PDAs) is the ability to send and receive text messages or emails. Customers can use their PDAs when connected to the VLD 104 in the
vehicle using an accessory cable.
