Test scores in Baltimore did not improve after three years of the privatization experiment.

So what would I tell the parent? To become involved in your child's school. Successful school district all have one thing in common: Parents who take a strong interest in their children's education.

Re: "The system is designed so that it can't change." Disagree. The school districts that have changed the most in the past 15 years at those at the bottom. Some really slick ideas have been tried, but, in all too many cases, the results have been the same.

In my opinion, it's a societal problem more so than an education problem.
