Yep, that's the answer blame the parents. Unfortunately the parents of these children were also educated in that school system and do not have to tools to force a change.

Yes it is true that the privitization via Tessaract(sp?) did not work, but other programs such as the Calvert School project sponsored by a private organization did work.

So as any good manager should, the school system build on the successes and cut your losses. The school system in Baltimore City has been failing for over 40 years, but you are ready to give up on privatization after only 3? Hmm.

Are you a teacher? A school administrator? I don't see how anyone can defend this school system. If this is the best it can do, they should just shut it down.
