Can we really know what would happen in alternate histories?

No, we can only guess from the evidence.
If Clinton were still President, or for that matter if Gore were President what would have happened the last few weeks? What we know about the terrorists is that they are not attacking any particular people, they are attacking the idea of a technologicaly advanced America and it's dominance. The real question is why did they attack it now?

George W. Bush has from his first moment on the scene sought to bring America back to a more "traditional" less technological basis. The plan? destroy the federal infrustructure that supports rapid change and impose religious and cultural traditions to slow the deviation from the past. This is the same agenda as the terrorist organisations. The terrorists can strike knowing that Bush and his handlers first response would be to retreat further into the past and traditional responses. A past that the terrorists know with a role they are willing to play.

They know that Clinton or Gore's response would have been even more technology, more rapid change, a more modern world that is more inclusive and has greater roles for women and minorities, and a resolute military backing. The terrorists would have much less to gain from a Gore response than they are getting.
