apparently, he wasn't willing to do much. he was complaining he couldn't do anything since he didn't have any intelligence. it's up the administration to develop the resources to accomplish objectives. bush obviously saw the necessity for intervention as would anyone in that position. the terrorist attacks would continue and would escalate. those cells were in place well before the election.
