X, we didn't intervene militarily because Tibet was not a vital enough American interest to start a major war over. In such a war more people would have been killed then where killed by the Chinese invasion and subsequent oppression in Tibet. A land war in China (and at the least accessible part of China not the coastal areas where our naval superiority could be useful) would have to have a really, really big reason. Even if it was US deaths. If China gave shelter to Bin Laden we would try to convince them to stop and then if they continued to protect him we would try to isolate them and punish them in every diplomatic and economic way we can. We would start a new cold war, but we would not be likely to invade China. Something like that is just too big.
