This share buyback is kinda interesting. Intel has been spending a lot of money buying back shares but the total number of shares outstanding has actually been slightly increasing lately.

Is all this money (~4B/year) being spent to repurchase shares that get sold to employees at a discount (and does this include options that get exercised or just shares purchased through employee stock purchase plan)? Or is there something else going on?
