What could possibly be the motivation for the hijackers to try to obtain hazardous materials transportation licenses?

Haz mat is transported by truck - could be nuclear materials - the truck will run without the license of course, just as they did not need licenses to fly the planes. The only thing I can think of is that a license gives them access to something, but what?

Those guys were busy - learning to fly jumbo jets, trying to buy old jets, inquiring about crop dusters, everything has a meaning but I don't get this one.

Edit: maybe access to a dump, where they could scavenge discarded waste and "recycle" it?
