It's called "build up the infrastructure" - get your manpower educated. Haz mat license means just that - the driver knows how to transport it, what to avoid and how to proceed to the final destination in an orderly fashion. He has to know how to go with the flow, how to talk to the police, how to BEHAVE in these circumstances. Be a pro. Your argument could apply to planes as well - wth did they need the pilot licences for, just get them a flight simulator -
