AG economic support is USD100 billion. Another country would have to get IMF involved and promise to make lots of structural adjustments, sack civil 'servants' cut deficit ect, to get that money. In the US is just say: "Hey guys, get the printing machine working overtime!" Voila they have 100 Giga dollar to prop the economy.
