Milo,
I will tell you how I think this works. D1C is a development fab developing P1260,P1262 ect. They hire DR's from MIT ect. to do this work not process guy from some fab ( also where do you think the D1b engs. went). What does happen is this. Remember Intel = CE! (copy exactly), they sponsor seeds from other sites (maybe fab 7 / 9 or 11) to come and learn exactly how the process works. Those seeds then go back to their fab (maybe 11X) and transfer this technology EXACTLY. If you know the NM Intel fabs then you know they are all on the same site, so you might take seeds from the available resources from that site. Now, do you take a seed from a Fab that is currently making money on the latest and greatest P4 (high revs.) or the flash section (fab 7 or 9)..low revs.
