Israel's present "peace process" is just that.
Going back to the founding years of the State, it was not uncommon for Israeli soldiers to fire upon Palestinian farmers as they worked in their fields. The object was to incite the Palestinian people than to have a justification to move furhter onto their land, bulldoze orchards, and build settlements, further diminishing land that would be considered as a bargaining chip in a peace process.
