Can't recall much detail, but a google search using -
"dien bien phu" waffen
- turns up these urls -
pub3.ezboard.com
uwm.edu
... and a great number of others ... to single out those in german one would need to use "waffen ss" as waffen alone means simply 'arms' .... neither of the two above mentions the fact that many, if not most, of the Waffen SS there had been french in the Vichy units of the SS, and not ethnic germans

Ho Chi Minh had written Truman a letter in '45 or '46 in which he quoted Jefferson, or the US constitution, i forget which, he was pleading for US support in encouraging the french to forget trying to retake Indochina ... he wasn't much of a 'communist' at the time, just a wily crook with an astute judgment of the mood of the vietnamese who would never again accept being colonised by a foreign power ..... Truman ignored it, let the french lobbyists win out in the halls of Washington power .... the letter is on view on the Library of Congress site

Viet Nam is in most ways not usefully comparable to the current situation with Afghanistan, imho ... in the case of the latter, the Why? question has a clear and present answer

No, i am given to understand that humans of other nationalities bleed as well
... and, ¡surprise! - the same colour
