We supported the Taliban against the Russians. We support Saudi Arabia and Kuwait. We fought Iraq which was secular.

But the point your making is that you have to be on the ground in mass, involved with all the factions in order to determine which factions are bent on domination. It's difficult to determine that from the State Department or from a helicopter gunship. You have to be willing to be sniped at and ambushed and you have to be willing to spend the time. If you do that you can evolve these places along their own individual courses but in tune with principles of freedom and tolerance. I think you would be shocked at how many people there are willing to do that kind of work if they know it will be carried through to a successful conclusion.
