Re: Hydra Terrorism (TM TM) The hydra seems to have its roots in a few sovereign states with lots of oil money. The long-term strategic goal should be to reduce our dependence on oil. I favor raising the tax on gasoline. And we should also reduce our support for oppressive, illegitimate governments now that the threat from the Soviet Union is gone. In the short- and medium- terms I think military and economic sanctions against the rulers of said countries would significantly deter further violence and thus be desirable according to the "X+K" logic you and I agree on.
