John Q Public does not sell at a loss until he's forced by margin call or pressing credit, or until it's way too late.
People tend to justify their past behavior and not admit mistakes. "I bought Intel at $60, and it is still a great company. Why should I sell at $40?".
"I bought Intel at $50 and now it is half that price. Must be a bargain"
"I lost 60% on CSCO. What's left to lose? It won't go to zero so the downside is small and the upside is great. If I had any money left I would buy more"
