I think public education etc. is another big part of the puzzle. South Africa could have been a rich country. Instead it is no richer than Brazil or Mexico and falling behind because the whites there decided they wanted to exclude the majority of the population. That might be part of the reason that the US south is poorer than the north. There is also a big degree to which this is like your "tractor beams". Once you get behind it is hard to catch up.
