They don't. All they do is feed certain data points to ground control. If I recall correctly, they identify the type of aircraft, altitude, and position. It is the "blip" you see on radar screens.

But your general point is well taken and I believe, understood by many. In light of recent events, lots of things must be reviewed and retooled. The problem is, you can never prepare for anything and everything. It's usually in retrospect, these deficiencies are revealed.
