I think you may not quite have a handle on how things are done here. The administrations come and go, but the bureaucracy lives on forever. It wasn't the Bush administration that put the kibosh on DoD voluntarily giving up spectrum (turf). It was the DoD itself that didn't want to give an inch. Remember, in America, it's bureaucracy that sets the tone and sets the pace. Don't expect 3G, without any established advocates among the bureaus, to get anywhere soon.
