Legal? Where is the law that Israel must uphold all the Oslo accords no matter if Arafat breaks all his obligations? Israel and the US ignored the fact that Arafat broke most of his promises from day 1 (the promise to end incitement and educate for peace was always a joke on the Palestinian side), but the one promise he more or less kept (or at least preserved deniability on) was that he wouldn't use the guns he received from Israel to shoot at Israelis. Once he committed his own troops to the Intifada, that last fig leaf was gone.
