If everyone agrees then we have agreement

I'm not understanding your concern. The essay you cited was about the public square and the principles of the U.S. Constitution. The public square is constrained to operate within the Constitution. That is a given. Those principles may or may not be a subset of "Gods Laws." I don't see why that matters. We follow them because they're in the Constitution. If they coincide with a higher authority, all the better. If a belief that they come from this higher authority helps some of the participants function better, all the better. But, to the extent that the Constitution and God's Laws coincide, God's Laws are redundant for the purpose of the "civil PUBLIC square." There may be gaps between God's Laws and the Constitution, but as long as there are no discrepancies, there's no conflict and no problem. I'm missing whatever problem it is that you see.
