WHAT IS YOUR DEFINITION OF WAR?
It's actually an international legal term. It has to do with how you fight. It's not a symbol for the number of people injured or killed. Many people, including the President, apparently can't separate the meaning of words from the emotion of them. In an effort to illustrate the depth of outrage the President is using terms inconsistent with the apparent goals.
