Recognition of the government. A few low tech water wells. Some specialists -retired people idle but with good skills- to teach the locals some basic agriculture.

A few telephone swicthes plus a GSM network to cover tKabul. Pretty soon they would have somehting to lose and would stop fighting.

No blood, no risk, no science fiction. But it needs brain. And that's lacking.

As long as some company is tring to make a quick buck in a "war effort" this is not going to end well.
