Seeing 7,000 innocent civilians die does have that effect. The realization that thousands of children will never see one or both of their parents also has that effect. The thought of 300 fireman racing up 110 floors with the intent of saving lives, only to die when a second aircraft explodes with the power of 1/20th of a 10-kiloton atom bomb also will cause a rational person to want the US to retaliate.
