I agree with your future goal:

Recognition of the government. A few low tech water wells. Some specialists -retired people idle but with good skills- to teach the locals some basic agriculture.

A few telephone switches plus a GSM network to cover Kabul. Pretty soon they would have somehting to lose and would stop fighting.

However, the goal is not the problem - getting over the existing bump to that goal IS the current problem.

I am advocating the use of modern technology to observe and provide a military advantage. Having a military advantage does not mean that it has to be used, but it does strengthen the negotiating position - to help move toward your goal. A few bucks spent on unmanned aircraft and world crossing bandwidth is our competitive advantage. Why not use it.
