By not seeing the short sells as they cross they tape, and by not knowing the short positions on a daily basis, some people might sell their position in a stock solely because they see a falling price.
By keeping this information from the public, the sec is contributing to inefficient markets, since decisions might be made based on faulty assumptions.

This is counter to the sec's primary mission and which is to protect investors. The first line of the first paragraph states this:
