Oh I agree but look where the emphasis is placed.

The primary mission of the U.S. Securities and Exchange Commission (SEC) is to protect investors and maintain the integrity of the securities markets.

Then All possiblilities of naked shorting should be halted especially offshore.

As more and more first-time investors turn to the markets to help secure their futures, pay for homes, and send children to college, these goals are more compelling than ever.

So they know more and more money of the small investor is coming into the market and thus they have to know that shorting and bashing is out of control. Especially naked shorting off shore.

The world of investing is fascinating, complex, and can be very fruitful. But unlike the banking world, where deposits are guaranteed by the federal government, stocks, bonds and other securities can lose value. There are no guarantees. That's why investing should not be a spectator sport; indeed, the principal way for investors to protect the money they put into the securities markets is to do research and ask questions.

But it does not matter about DD, or anything fundamentally. All that matters is the shorts shorting the market to get capitulation and new investors will fall for it and sell for a massive loss. Also doing full DD means full disclosure should be made available to the general public (we small investors) on naked and regulated short sellling. Who what when where and so forth.

Full transparency.
