Well we can increase our ability to deal with terrorists quite easily in the existing defense budget, as much of it is wasted on infrastructure in the US to fight WWII again. We can divert some of these monies into fighting the real enemy terrorism. And as you point out the world is very dangerous from a biological and chemical viewpoint so we must be prepared as well which will take time. What is virtually useless is the shield, which may never work and does nothing against the real threats of today. So these efforts should be redirected against the real threats.

In any case I just don't see a large increase in defense spending unless our country wants to waste a lot of money. We can use the funds much wiser to bolster the economy
