KT, I don't keep track of what's going on in Poland, but as far as I know former Communists are charge in majority of former Soviet Union states. The reason is that they are in fact are capable people with necessary skills, contacts and experience. They were communists because that was part of the game. They never cared about communist ideas. Now they either build capitalism (better say "try to build it") or just line their pockets.
I guess Solidarity was good at destruction of then existing regime, but the task of building one is much harder.
