While I wouldn't doubt that it could occur, if disclosed it could prove somewhat controversial. Unpatriotic folks might even claim it would be Un-American for them to do so. <gg>
Achieving the same result with chain of loans which include "indexed" repayment schemes and further refinement using derivatives seems to have the advantage of at least preserving the pretense of a free market.

Kind of in the spirit of maintaining the "corporate veil".
