A terrorist is not a terrorist until they commit terror, and up til then, they don't do much that is illegal. Conspriacy to commit these acts can be prosecuted but it's tough and tedious to prove, and takes a long time. Things like taking flight lessons is not illegal. So other than better prevention, I don't have an answer for ya.
