I could quibble with a few of Grahame's statements in this article, and I'm sure some of my fellow Qualcommers will, but I think he has nailed some of the issues pretty well.

Could you explain to me what statements you agree with? I think that a valid argument could be made that Korea should get the lower rate, but I'm dont believe that Grahame made it.

He also failed utterly to mention any facts which disagree with his premise. I assume that he knows that China agreed to buy Qualcomm chipsets in exchange for the lower rates. IMO...not a stellar example of journalism.
