I've been puzzled. Why would Arafat reject an offer that would have led to a Palestinian state, and to peace? Why???

The reality of Israel's offer is that it was generous only when compared to previous Israeli offers (or the lack thereof). The facts are very clear: Palestine would have had to concede a lot, Israel would have to concede very little. And, all of what Israel would concede was land grabbed by military force after 1948. The plan presented by the Israelis was an obvious effort to formalize many of the ugliest aspects of Israeli occupation including stealing Palestinian water and the separation of Palestine into "Bantustans", with travel between them extraordinarily difficult if not impossible.
