Claude, Yes of course, the French yeast is the strongest in Quebec, but thinking globally is growing and English is the 'lingua franca' of North America.
As for a general decline in French....many years away since there is a large body speaking it.
Look at Welsh or Gaelic, still hanging in weakly after hundreds of years of British influence.

Will the time come when French is second in Quebec? possibly if there is a lot of English immigration or migration.
What if 2 million Anglais moved in and outvoted the French and got English taight in schools again? It may happen if we get large amounts of immigration that selects English over French at the polls.
