Dear Tench:

No! It takes 20 cycles or 19.5 cycles to execute an instruction. In neither case does it rise to 4GHz. If you look at the number of execution units, Athlon can do 6 operations per clock and average more than 1.5 while P4 can do at most 4 and average less than 1. The P4 can't even average 2G instructions per second whereas Athlon easily achieves that.
