Threre are major technical hurdles, but they can be overcome. Esp, if you are talking about just the ability to stop small strikes or stop most of a larger strike (allowing devastation to come through but not enough to destroy the country, as horrible as 20mil dead would be its a lot better then 250mil dead). This is particularly true if you can afford to spend a lot more on defense then your opponents can on offense.

There are also treaty problems with all these systems.

The treaty includes a provision to withdraw from it with notice (I think 6 months is the required notice)
