You want to REALLY scare the Taliban? How about giving the afghan women handguns and training on how to use them. RAWA would probably be all for that. With their veils and loose fitting clothing, they all look alike.

Sheer terror for the Taliban men. Justice for the Afghan women. We'd soon see how eager the men are to rape and beat the women...and get their privates shot off.
