It will never be practical to surgically target the "whoop *ss" , and if you insist on this then the terrorists will not be destroyed. In Kosovo the kind of surgical targeting that we did placed major restrictions on our military, and even then many civilians and even Chinese diplomats were killed, so it was hardly "surgically targeted."

If killing civilians is unacceptable then that rules out fighting a war or any military action.

If our strategy is to win the support of the Afghan people in our pursuit of bin Laden, then we must limit their casualties, but some "innocent civilian" deaths are inevitable. I think there is a difference between targeting non-combatants and killing them while targeting someone else. Maybe the point that you were trying to make was that we should not target non-combatants?
