He swears that the CIA reported to Reagan as early as 1983 that the then Soviet Union was crumbling. What the hell was Reagan spending all those billions on defense in the mid and late 80's.....especially on the Starwars program?

1 - The CIA reports differnt things at different times, and it is not the only voice in these things. The Pentagon and probably the NSA have a voice as well, and somtimes there is a "alternate view" from the CIA presented if it has a lot of support but not enough to get accepted as an offical view.

2 - The spending helped assure that the Soviet Union would crumble rather then pull out of it.

3 - The spending helped us to be prepared incase they got violent as they crumbled.
