Jerome,
A neutron bomb would violate the prohibition against first use of weapons of mass destruction. This is still an important line not to be crossed by us.
With all this talk of chemical and biological weaponry, i feel it is necessary however to say that the proscription against the use of nukes/neutrons melts away if the bad guys use this type of weaponry against us.
In the end we have to make it crystal clear that nations that use or support use of such weapons will be vaporized. That's what deterrence is. The US and USSR never doubted each others resolve and thats why we survived the cold war. Same goes here. What do you think? mike
