Just been thinking - May be teching to suck eggs here but :

Virgin is an MVNO in the UK, they don't have their own physical network, but resell airtime from One2One.
Unfortunately 121 is the Uk's worst network - that's why they would sell airtime.

Now to the point.. as far as I know 121 have no GPRS network rollout plans, so no GPRS services for INSP :-(

BUT, they do own a 3G license (which they paid a measly 4bn UKP for), so Virgin may have a good enough relationship to rent 3G airtime (may already be in the plans) so long term .. maybe, just maybe..

Been out of the UK for a while , but you don't here much about 121's 3G rollout - everything is Vodafone / Cellnet / Hutchinson related..
