I guess you are right.

Since the density of titanium (4.54 g/cm3) is so much lower than that of gold (19.3 g/cm3) I can't see how a Titanium doctored gold coin could be made to have the same mass and size as a genuine pure gold coin.

However, I have heard in the 1980s that some gold bullion was doctored with tungsten (wolframium) which has about the same density as gold.

Surely, such doctoring can be discovered by a number of tests. e.g. Xrays etc?
