WON's price and volume signals are not intended to be used independently, they are part of an "M" read which is far more than the simple count you are performing.

IIA sentiment, p/c ratios, mutual fund cash position, and stocks sitting in bases ready to assume leadership position are among those things to be properly considered when using price and volume signals in the "M"ANSLIC method of determining intermediate to long term bottoms.

January was a far different market environment than now, if you look back at factors other than price and volume. And assuming the indicator is of little use when viewed in isolation and outside of its historical accuracy, is flawed.

Moreover, there is a qualifier on the follow through/confirmation days which deserves attention, and neither of the NYSE days so far meet the qualifier, IMO.
